Export Control

First: Introduction General Organization for Export and Import Control (GOEIC) was established by Presidential Decree No. 1770 of 1971. The Principal aim of General Organization for Export and Import Control (GOIEC) is to facilitate trade movement, encourage Egyptian industries, develop all types of exports, and enhance their competitiveness in all global markets for achieving progress and prosperity for the nation and citizens. It also aims to protect the consumer and maintain Egypt’s reputation by examining commodity exports and imports using the latest scientific and laboratory methods and equipment. Second: Laws, Rules and Regulations governing the work of the General Organization for Export and Import Control 1. Law No. 118 of 1975 on Import and Export and Executive Regulation hereof issued by Ministerial Decree No. 770 of 2005 and amendments hereof. 2. Law No. 121 of 1982 on Importers' Register, as amended by Law No. 7 of 2017, Law No. 9 of 2017, and Law No. 173 of 2023, except for registering companies owned by foreigners with a shareholding percentage exceeding (49%), and its executive regulations issued by Ministerial Decree No. 846 of 2017. 3. Law No. 120 of 1982 on Issuing Law Regulating Commercial Agency Business and Some Commercial Brokerage Business and Executive Regulations hereof issued by Ministerial Decree No. 342 of 1982, amended by Law No. 21 of 2022 through adding regulation of the real estate brokerage activity. 4. Prime Minister’s Decree No. 1186 of 2003 on Inspection and Control Procedures for Exports and Imports. 5. Prime Minister’s Decree No. 3053 of 2019 on Formation of one or more Permanent Joint Committees regarding inspection and examination areas as required. 6. Decree No. 43 of 2016 and Decree No. 44 on Rules regulating registration of factories eligible to export their products to the Arab Republic of Egypt. Third: Services provided by General Organization for Export and Import Control 1- Quality Control and Inspection of industrial and non-industrial imports and some exports of industrial goods. 2- Conducting advanced quality tests and technical calibration for industrial, chemical and food products. 3- Issuing periodic statistical reports and indicators, and monitoring trade exchange with various countries. 4- Issuance, renewal and management of commercial records related to practice of foreign trade activities. 5- Issuance and verification of Certificates of Origin for countries party to agreements. 6- An integrated and advanced laboratory system for examining contract samples imported for trade in the local market. 7- Establishing several units to help develop exports and reduce the financial burden on importers. These units are as follows: • Environmental Validation and Verification Unit (GOEIC EVVU) • Product Inspection Unit (GOEIC GIU) according to ISO/IEC17020:2012 • Conformity Certification Unit (GOEIC CU) according to ISO/IEC17065/2012 • Technical Proficiency Testing Unit (GOEIC PTU) • Export Facilitation Unit (GOEIC EFU) 8- Supporting exporters and facilitating export services 9- Digitizing services through the GOEIC's website 10- Establishment of GOEIC's Center of Excellence to bridge the knowledge gap among exporters, companies and business people and transform global challenges from potential obstacles into real competitive opportunities.
